According to the evaluation ToR, the evaluation constituted an independent terminal evaluation ofthe Partnership, which started in November 2018 and ended in December 2022. The evaluationprovides accountability to UNCTAD management, the Government of the Kingdom of theNetherlands, project stakeholders, as well as member States. The main purpose of the evaluation isto support accountability for results and to enable learning. Those stakeholders listed above are theprimary evaluation users
